REPUBLIC ACT No. 11290

An Act Increasing the Bed Capacity of the Mariano Marcos Memorial Hospital and Medical Center (MMMH&MC), Batac City, Ilocos Norte from Two Hundred (200) Beds to Seven Hundred (700) Beds, Upgrading its Services, Facilities, and Professional Health Care, Authorizing the Increase of its Medical and Non-Medical Personnel and Appropriating Funds Therefor

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. Increase in Authorized Capacity. -The authorized bed capacity of the Mariano Marcos Memorial Hospital and Medical Center (MMMH&MC), Batac City, Ilocos Norte is hereby upgraded from two hundred (200) to seven hundred (700) beds.1âшphi1 The increase in bed capacity of MMMH&MC shall be implemented consistent with the five (5)-year development plan of the hospital.

Section 2. Upgrade of Existing Service Facilities. -The existing service facilities and the professional health services of the MMMH&MC are hereby upgraded to conform with and be commensurate to the bed capacity increase as provided for in Section 1 hereof.

Section 3. Upgrade of Existing Professional Health Care Services. -The existing workforce and personnel, medical and non-medical, of the MMMH&MC shall also be increased. The Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), shall determine the additional plantilla positions to be created and filled up upon prior consultation with the MMMH&MC.

Section 4. Appropriation. -The Secretary of Health shall immediately include in the Department’s program the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act (GAA).

Section 5. Separability Clause. -If any provision or part of this Act is declared unconstitutional the remaining parts or provisions not affected shall remain in full force and effect.

Section 6. Repealing Clause. -All other laws, decrees, orders, issuances, rules and regulations, or parts thereof which are inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.

Section 7. Effectivity.— This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
