[ PROCLAMATION NO. 916, May 29, 2025 ]

DECLARING THE THIRD WEEK OF MAY OF EVERY YEAR AS THE "OPEN GOVERNMENT WEEK"

WHEREAS, Section 16, Article XIII of the Constitution provides that the right of the people and their organizations to effective and reasonable participation at all levels of social, political, and economic decision-making shall not be abridged;

WHEREAS, the Open Government Partnership (OGP) is a broad international partnership that includes members from national and local governments, and civil society organizations (CSOs), which aims to promote transparent, participatory, inclusive, and accountable governance through collaboration between the government and non-government stakeholders;

WHEREAS, the Philippines, as one the founding members of OGP, has consistently demonstrated its commitment to the global movement for open, transparent, and participatory governance;

WHEREAS, Executive Order No. 31 (s. 2023) institutionalized the Philippine Open Government Partnership (PH-OGP) as a multi-stakeholder partnership responsible for overseeing and implementing the country's commitments to the OGP;

WHEREAS, in line with the international observance of Open Government Week, the PH-OGP Steering Committee recommends to institutionalize the annual observance of Open Government Week in the Philippines to raise awareness on Open Government principles and encourage government agencies and CSOs to exhibit achievements, strengthen partnerships, and promote innovations aligned with the values and goals of Open Government; and

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all the executive departments, bureaus, and offices and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of May of every year as "Open Government Week."

For this purpose, the Department of Budget and Management (DBM), as Chair of the PH-OGP Steering Committee, shall lead the yearly observance of the Open Government Week, and identify programs, activities, and projects for the celebration thereof.ℒαwρhi৷

All agencies and instrumentalities of the National Government, including government-owned or -controlled corporations and state universities and colleges, are hereby directed, and all local government units, non-government organizations, as well as the private sector, are hereby encouraged, to actively participate and render the necessary support and assistance to DBM for the effective implementation of this Proclamation.
