DECLARING CERTAIN PARCELS OF LAND SITUATED IN QUEZON CITY, CALOOCAN CITY IN THE MUNICIPALITY OF RODRIGUEZ, PROVINCE OF RIZAL, AS THE LA MESA WATERSHED RESERVATION FOR PURPOSES OF PROTECTING AND IMPROVING ITS WATER QUANTITY, QUALITY AND SECURITY.

Upon recommendation of the Secretary of Environment and Natural Resources, and the Metropolitan Waterworks and Sewerage System (MWSS), and pursuant to the power vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby establish as LA MESA WATERSHED RESERVATION, parcels of land situated in Quezon City, Caloocan City in the Municipality of Rodriguez, Province of Rizal, subject to private rights, if there be any, and more particularly described as follows:

containing an area of TWO THOUSAND SIX HUNDRED FIFTY NINE (2,659) HECTARES more or less.

The WATERSHED RESERVATION shall be under the joint administrative jurisdiction, supervision and control of the Department of Environment and Natural Resources (DENR) and Metropolitan Waterworks and Sewerage System (MWSS) and shall be managed in accordance with sustainable development, without impairing its usefulness as source of water for domestic use and other related purposes. The DENR in collaboration with Metropolitan Waterworks and Sewerage System (MWSS), shall create a Multi-Sectoral Watershed Management Council, which shall act as oversight and policy making body over the watershed, in accordance with existing laws, rules and regulations.

Relative thereto, the Management Council shall prepare an integrated watershed management and development plan to include among others, intensive restoration and rehabilitation, water quality monitoring, and delineation of buffer zone.

This Proclamation shall take effect upon its publication in a national newspaper of general circulation.1aшphi1
