DECLARING AND DESIGNATING KALBARIO-PATAPAT, SITUATED IN THE MUNICIPALITIES OF PAGUDPUD AND ADAMS, PROVINCE OF ILOCOS NORTE, AND ITS PERIPHERAL AREAS AS PROTECTED AREA AND BUFFER ZONE RESPECTIVELY, TO BE COLLECTIVELY KNOWN AS THE “KALBARIO-PATAPAT NATURAL PARK AND BUFFER ZONE” PURSUANT TO REPUBLIC ACT NO. 7586, OTHERWISE KNOWN AS THE NATIONAL INTEGRATED PROTECTED AREAS SYSTEM (NIPAS) ACT OF 1992
Pursuant to the powers vested in me by law and upon the recommendation of the Secretary of the Department of Environment and Natural Resources, I, GLORIA MACAPAGAL ARROYO, President of the Republic of the Philippines, do hereby set aside, declare, and designate Kalbario-Patapat, situated in the Municipalities of Pagudpud and Adams, Province of Ilocos Norte, as Protected Area under the category of Natural Park, and its peripheral areas as Buffer Zone, to be collectively known as “Kalbario-Patapat Natural Park and Buffer Zone”, subject to private rights and without prejudice to the rights of the indigenous peoples as provided for in Republic Act No. 8371, DENR Administrative Order 93-02, and other related rules and regulations, as described in the DENR MAP R-1-2 with the following technical description:
The Natural Park begins at point marked “1” being identical to Corner 25 of Project No. 7, Alienable and Disposable, L.C. Map No. 909, Ilocos Norte to corner 1;

The Kalbario-Patapat Natural Park and its Buffer Zone shall be subject to actual ground survey. Both areas shall be under the administrative jurisdiction of the Department of Environment and Natural Resources (DENR) and shall be managed in accordance with the provisions of Republic Act No. 7586, otherwise known as the “National Integrated Protected Areas System (NIPAS) Act of 1992”.
Any valid contracts, permits for the extraction or utilization of natural resources already existing prior to this Proclamation shall, subject to national interest and to the existing laws, rules and regulations, be respected. Likewise, this proclamation shall be subject to existing private rights, including those lands already classified as alienable and disposable.1aшphi1
