CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

Pursuant to the powers vested in me by the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session from February 19-20, 2007 to urgently consider the passage of the Anti-Terrorism Act, Half-Price Medicine (Amendment of the Intellectual Property Code to Allow the Importation and Early Development of Patented Medicines), and such other bills certified by this Office as urgent pursuant to the provisions of Section 26 (2), Article VI of the Constitution, or which are already in the advanced stages of the legislative process, including those pending before the Bicameral Conference Committee.1aшphi1
