AMENDING PROCLAMATION NO. 275, DATED JUNE 20, 1988 WHICH RESERVED CERTAIN PARCELS OF LAND SITUATED IN BARANGAY PANACAN, MUNICIPALITY OF NARRA, PROVINCE OF PALAWAN, ISLAND OF PALAWAN FOR MUNICIPAL HIGH SCHOOL AND NATIONAL GOVERNMENT CENTER SITE PURPOSES, BY EXCLUDING A PORTION OF THE LAND WITHIN THE NATIONAL GOVERNMENT CENTER SITE AND RESERVING THE SAME FOR HOUSING SITE PURPOSES

Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the authority vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby amend Proclamation No. 275, dated June 20, 1988, which reserved certain parcels of land of the public domain located in Barangay Panacan, Municipality of Narra, Province of Palawan, Island of Palawan, as municipal high school site and national government center site by excluding certain portion of the land reserved for government center site and reserving the same for housing site purposes open for disposition in favor of qualified beneficiaries, under the provisions of Republic Act 730, in relation to the provisions of the Public Land Act, as amended, subject to private rights, if any there be, and to future survey, which portion is particularly described as follows:

Such portion or portions of the land herein reserved for housing purposes that are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition.

Except in favor of the government or any of its branches or agencies, all lands disposed under this Proclamation shall not be subject to alienation and encumbrance for a term of ten years from the issuance of the title in case of sale or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contacted prior to the expiration of said period, but the improvements on the land may be mortgaged to qualified persons, associations or corporations.

The area herein reserved is subject to the requirements of legal easements and navigation based on the Water Code of the Philippines.

A Local Inter-Agency Committee (LIAC) is hereby created composed of the Housing and Urban Development Coordinating Council (HUDCC) as Chair, the Local Government Unit of Narra, Palawan as Vice-Chairman and the Department of Environment and Natural Resources (DENR), Presidential Commission on Urban Poor (PCUP), Department of Transportation and Communication (DOTC), and the representative of the homeowners association as members. The LIAC shall prepare the implementing rules and regulations (IRR) of this Proclamation.
