RESERVING CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN LOCATED IN BINONDO, MANILA FOR SOCIALIZED HOUSING PURPOSES OPEN FOR DISPOSITION IN FAVOR OF QUALIFIED BENEFICIARIES UNDER THE PROVISIONS OF REPUBLIC ACT NO. 7279 OTHERWISE KNOWN AS “THE URBAN DEVELOPMENT AND HOUSING ACT”
Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby reserve a certain parcel of land of the public domain located in Binondo, Manila, for socialized housing purposes open for disposition in favor of qualified beneficiaries pursuant to the provisions of Republic Act No. 7279 otherwise known as the Urban Development and Housing Act of 1992, subject to private rights, if there be any, and to actual survey, which parcel of land is more particularly described as follows:
A PARCEL OF LAND located in Binondo, Manila. Bounded on the NW., along line 1-4 by MICT Road; on the East., along line 4-5 by San Miguel Corp., along lines 5-13 by Phil. Coast Guard Compound, and on the SW along line 13-14 by Pasig River, and along line 14-1 by lot 15.
Beginning at a point marked “1” on plan, being N. 84 deg. 59" W., 1101.02 m. from BLLM No. 1, City of Manila; thence

The area herein reserved is subject to the legal easement of ten (10) meters along the Pasig River pursuant to Metro Manila Council Ordinance No. 81-01 and MMDA Resolution No. 3 series of 1996.
The Secretary of Environment and Natural Resources is hereby authorized to issue a Special Patent covering the area herein reserved for socialized housing purposes in favor of the National Housing Authority.
The National Housing Authority shall reimburse the national government the value of the land after the final payment of the areas reserved for socialized housing purposes by the qualified beneficiaries.
The portions of the area herein reserved for socialized housing purposes open for disposition, that are being used or earmarked for public or quasi-public purposes, shall be excluded from such disposition.
An Inter-Agency Committee (LIAC) shall be created pursuant to Presidential Memorandum Order No. 74, s. 2002 and other related issuances in the performance of its functions.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
