DECLARING MONDAY, APRIL 19, 1999, AS A SPECIAL DAY IN TARLAC CITY

WHEREAS, Monday, April 19, 1999 marks the foundation anniversary of Tarlac City into a component city;

WHEREAS, it is fitting that the people of Tarlac City be given full opportunity to celebrate this milestone in their citys history with appropriate ceremonies.

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Monday, April 19, 1999, as a special day in Tarlac City.
