DECLARING THE PERIOD FROM APRIL 12 TO 18, 1999 AS NATIONAL CONSCIOUSNESS WEEK OF THE IMPERATIVE FOR PUNCTUALITY AND RESPECT FOR THE RIGHTS OF OTHERS

WHEREAS, for the last three years, the Organized Response for the Advancement of Society (ORAS movement), a non-governmental organization composed of leaders from the public and private sectors, has continually and effectively promoted a national campaign for the transformation of the habit of our people in respect to their time and the rights of others;

WHEREAS, the twin virtues of punctuality and civility are the indispensable components of the citizenry if we are to aspire for a peaceful, prosperous and orderly society come the year 2000;

WHEREAS, the ORAS movement has gained the support of the great majority of every community, service organizations and associations and the media;

WHEREAS, our objective is to have a new breed of Filipinos who make the most out of their time and respect the equal rights of their fellowmen to their time and freedom, thus insuring a united society.1aшphi1

NOW THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from April 12 to 18, 1999 as National Consciousness Week of the Imperative for Punctuality and Respect for the Rights of Others (Linggo ng Pagpapahalaga sa Oras at Karapatan ng Kapwa).

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
