MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 89, March 10, 1999 ] DECLARING A STATE OF CALAMITY IN THE PROVINCE OF AKLAN Upon recommendation of the Secretary of National Defense as Chairman of the National Disaster Coordinating Council (NDCC), and by virtue of the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby declare a state of calamity in the Province of Aklan, which have been badly hit by typhoon “Norming” on December 11, 1998 and caused great damage and destruction to life, properties, infrastructure and agriculture. All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.
