ESTABLISHING THE MALABANBAN WATERSHED FOREST RESERVE FOR THE PURPOSE OF PROTECTING, MAINTAINING OR IMPROVING ITS WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND USES, A PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE CITY OF SAN PABLO, PROVINCE OF LAGUNA, LUZON, PHILIPPINES

Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the authority vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement and set aside as Malabanban Watershed Forest Reserve, subject to private rights, if there be any, and to the operations of previous proclamations reserving any portion thereof for specific purposes and to the implementation of socially-oriented projects and other forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary of Environment and Natural Resources, a certain parcel of land of the public domain located in the City of San Pablo, Province of Laguna, Philippines as shown in the Forest Management Bureau Map No. WR-122, more particularly described as follows:

The Department of Environment and Natural Resources, through the Forest Management Bureau, shall administer and manage the reservation in coordination with other government agencies with the objectives of maintaining its usefulness as source of water for domestic uses, irrigation and other related purposes.

The management, development and protection of the watershed forest reserve shall be supported by the created Watershed Management Council in San Pablo City.
