DECLARING THE AFTERNOON OF MONDAY, FEBRUARY 22, 1999 AS A SPECIAL NATIONAL HOLIDAY

WHEREAS, Monday, February 22, 1999, marks the onset of the thirteenth anniversary of the February 22-25, 1986 EDSA Revolution;

WHEREAS, the EDSA Revolution restored our democratic institutions and ushered in meaningful political, social and economic reforms in the country;

WHEREAS, it is fitting that the people of the Republic of the Philippines be given full opportunity to honor the memory of EDSA with appropriate ceremonies;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27 of the Administrative Code of 1987, do hereby declare the afternoon of Monday, February 22, 1999, as a special national holiday.1aшphi1
