[ Proclamation No. 222, December 17, 1999 ]

DECLARING SATURDAY, DECEMBER 18, 1999, AS A NON-WORKING SPECIAL DAY IN THE MUNICIPALITY OF TUGUEGARAO, CAGAYAN AND MUNICIPALITY OF MALOLOS, BULACAN, RESPECTIVELY.

WHEREAS, Republic Act Nos. 8754 and 8755 provide for the conversion of the Municipality of Tuguegarao, Cagayan, and the Municipality of Malolos, Bulacan, respectively, into component cities, with each statute mandating the holding of a plebiscite for the ratification of the proposed conversion;

WHEREAS, the plebiscite day for the ratification of the conversion of the said municipalities is scheduled on Saturday, December 18, 1999.1aшphi1

WHEREAS, to enable the residents of the said municipalities to actively participate in the scheduled political exercise, there is a need to declare the plebiscite day as special day;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare Saturday, December 18, 1999, as a non-working special day in the said municipalities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
