DECLARING SATURDAY, OCTOBER 23, 1999, AS NON-WORKING SPECIAL DAY IN QUEZON CITY

WHEREAS, Republic Act No. 8535 provides for the conversion of the Municipality of Novaliches, Quezon City into a highly urbanized city to be known as the City of Novaliches and mandates the holding of plebiscite for the ratification thereof;

WHEREAS, the Commission on Elections, in its Minute-Resolution No. 3085 dated June 18, 1999, has scheduled the plebiscite day for the ratification of the conversion of the said municipality on Saturday, October 23, 1999;

WHEREAS, to enable the residents of the said municipality to actively participate in the scheduled political exercise, there is a need to declare the plebiscite day as special day;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare Saturday, October 23, 1999 as non-working special day in Quezon City.1aшphi1
