[ Proclamation No. 199, October 19, 1999 ]

DECLARING THE FOURTH WEEK OF NOVEMBER 1999 AND EVERY YEAR THEREAFTER AS “NATIONAL WEEK FOR THE GIFTED AND TALENTED”

WHEREAS, the right of the gifted and talented children and youth is mandated in the Philippine Constitution and other legal documents;

WHEREAS, the gifted and talented constitute the most important human resource of a nation to address societys need for strong leadership;

WHEREAS, it is the aim of the Philippine government to provide every gifted and talented person with opportunities, encouragement, greater attention and assistance to develop his potentials to the fullest;

WHEREAS, there is a growing concern among parents and other stakeholders to address the needs of the children who are gifted and talented in order to provide appropriate services so that eventually they will ably serve the country as scientists, inventors, technologists, artists, innovators and leaders;

WHEREAS, the goal of the state system is the pursuit of excellence and the basic aspect of this effort is the provision of special, appropriate and relevant programs and services to effectively harness their gifts;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the fourth week of November 1999 and every year thereafter as “National Week for the Gifted and Talented”.

For this purpose, the Department of Education, Culture and Sports, Department of Science and Technology, Department of the Interior and Local Government, NGO and other related agencies will jointly serve as the national focal points for the commemoration of this event.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
