[ Proclamation No. 197, October 19, 1999 ]

AUTHORIZING THE PHILIPPINE ASSOCIATION OF SCHOOLS SUPERINTENDENTS, INC. (PASS) TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR

WHEREAS, the Philippine Association of Schools Superintendents, Inc. (PASS) is a non-stock, non-profit organization represented by Provincial and City Schools Division Superintendents in 16 DECS Regional Offices and Division Chiefs of DECS Central Office;

WHEREAS, the Association aims to maintain and elevate the professional and ethical standards of the teaching profession, in general, and its administrative and supervisory services, in particular;

WHEREAS, the Association under Presidential Proclamation No. 671, dated October 6, 1995, launched a fund campaign for a period of one year, to construct a Teachers Dormitory;

WHEREAS, the funds generated in the said fund campaign were just enough to construct such Dormitory only up to the third floor, leaving the 4th floor unfinished;

WHEREAS, the Association is launching another one-year campaign to generate funds for the completion of the fourth floor and to make the Teachers Dormitory functional and productive;

WHEREAS, the Department of Education, Culture and Sports affirms its full support and cooperation with the PASS mandate.1aшphi1

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Association of Schools Superintendents, Inc. (PASS) to conduct a national fund campaign for a period of one (1) year effective upon the promulgation of this Proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
