[ Proclamation No. 173, August 31, 1999 ]

DECLARING THE MONTH OF SEPTEMBER 1999 AS Y2K CONSCIOUSNESS MONTH

WHEREAS, there is a global concern on the effects of the “millennium bug” or “Y2K bug” on the delivery of government services and to business operations;

WHEREAS, it is the primary concern of the State that no critical services will experience disruption because of the Y2K problem;

WHEREAS, there is a need to enhance the survival capability and economic stability of our country against all threats resulting from the malfunctioning of computer systems and applications;

WHEREAS, it is necessary to highlight the efforts being undertaken by both government and the private sector performing critical missions toward addressing the Y2K factor; and

WHEREAS, there is a need to intensify public consciousness of the Y2K problem to allay fears of a meltdown of public services if computers fail to recognize the date when their internal clocks roll into the new millennium;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of September 1999 as “Y2K Consciousness Month”.1aшphi1

The Presidential Commission on Year 2000 Compliance is hereby directed to undertake appropriate activities and projects so that the observance of the Y2K consciousness month will be significant to the economic well-being of the Filipino people.

All government agencies, government-owned and controlled corporations, local government units and other instrumentalities are instructed to initiate Y2K consciousness programs in coordination with the Y2K Commission.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
