[ Proclamation No. 157, August 10, 1999 ]

AMENDING PROCLAMATION NO. 866 ENTITLED “DECLARING SEPTEMBER 27, 1996, AND THE LAST FRIDAY OF SEPTEMBER OF EVERY YEAR, AS NATIONAL MARITIME DAY”

WHEREAS, National Maritime Day is being celebrated every last Friday of September of every year for the purpose of focusing the publics attention on maritime concerns;

WHEREAS, there are various public and private agencies in the maritime industry which could help promote public awareness of such maritime concerns;

WHEREAS, these agencies should be a given equal opportunity to plan and organize suitable ceremonies or programmes in order to make National Maritime Day a truly memorable occasion;

WHEREAS, planning for the occasion would be more expedient if coordinated by a government agency, considering its linkages with other agencies and with other sectors of the maritime industry;

WHEREAS, Proclamation No. 866, series of 1996, limits the planning for the activities related to National Maritime Day to the Shipping and Ports Advisory Council and to the Maritime League, which are non-governmental agencies;

WHEREAS, the Maritime Industry Authority is a government agency whose main function is to develop and formulate plans, policies, and programs which are geared toward the promotion and development of the maritime industry;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. In lieu of the Shipping and Ports Advisory Council and the Maritime League, the Maritime Industry Authority (MARINA) shall henceforth be the lead agency in planning and coordinating the annual celebration of the National Maritime Day.

Section 2. All government agencies and public and private institutions are enjoined to extend the necessary assistance to MARINA and to give full support to the observance of this event.1aшphi1

Section 3. All previous proclamations or issuances inconsistent herewith, specifically Presidential Proclamation No. 866, series of 1996, are hereby amended by substitution.

Section 4. This Proclamation shall take effect immediately.

Done in the City of Manila, this 10th day of August in the year of Our Lord, nineteen hundred and ninety-nine.
