DECLARING A STATE OF CALAMITY IN METRO MANILA AND IN THE PROVINCE OF RIZAL, PAMPANGA AND PANGASINAN

I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of calamity in Metro Manila and in the Provinces of Rizal, Pampanga and Pangasinan, which were affected by flashfloods due to continuous heavy rains since August 1, 1999.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.
