DECLARING AN AREA OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF TAFT, PROVINCE OF EASTERN SAMAR, AS PROTECTED AREA PURSUANT TO REPUBLIC ACT NO. 7586 (NIPAS ACT OF 1992) AND SHALL BE KNOWN AS TAFT FOREST WILDLIFE (PHILIPPINE EAGLE) SANCTUARY
Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested upon me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside and declare an area of the public domain situated in the Municipality of Taft, Province of Eastern Samar, as protected area under the category of Wildlife (Philippine Eagle) Sanctuary subject to private rights and without prejudice to the rights of the indigenous peoples as provided for in R.A. No. 8371, DENR Administrative Order No. 93-02 and other related rules and regulations, if any, as described in DENR NIPAS Map No. R08-18.

The primary purpose for the establishment of the area as a Wildlife Sanctuary is to protect the nesting site and natural habitat of the Philippine Eagle (Pithecophaga jefferryi) declared as the Philippine National Bird by virtue of Presidential Proclamation No. 615 dated July 4, 1995.
The area in question shall be under the administrative jurisdiction of the Department of Environment and Natural Resources (DENR) and shall be administered in accordance with the provisions of Republic Act No. 7586, otherwise known as the NIPAS Act of 1992, and its implementing rules and regulations.
