DECLARING A PERIOD OF NATIONAL MOURNING OVER THE DEATH OF MARCELO B. FERNAN, FORMER SENATE PRESIDENT OF THE REPUBLIC

WHEREAS, the death of Marcelo B. Fernan, former Senate President of the Republic, is a great loss to our people and has caused deep sorrow among them;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim a period of national mourning up to the date of interment tomorrow 16 July 1999. During this period, flags of all government buildings and installations throughout the country shall be flown at half mast.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
