RESERVING FOR MILITARY PURPOSES A PARCEL OF LAND OF THE PUBLIC DOMAIN LOCATED IN BARANGAYS LOOC AND BABAG, CITY OF LAPU-LAPU, ISLAND OF MACTAN, PROVINCE OF CEBU
Upon recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby withdraw from sale or any other form of disposition and reserve for military purposes under the jurisdiction and administration of the Philippine Navy for its naval operations, subject to private rights, if any there be, and to future boundary survey, a parcel of land of the public domain located in Barangays Looc and Babag, City of Lapu-Lapu, Island of Mactan, Province of Cebu, which parcel of land is more particularly described as follows, to wit:

A PARCEL OF LAND, SK-07-000018, Proposed Philippine Navy Naval Base, (The A.F.P. - Philippine Navy), situated in Barangays Looc and Babag, City of Lapu-Lapu, Island of Mactan, Province of Cebu.
Bounded on the E., along line 1-2 by Lot 912 (portion), Opon Cadastre, Psc-11 (Coastal Naval Base Reservation (Proclamation No. 909); along line 2-3 by Lot 912 (portion), Opon Cadastre, Psc-11 (socialized Housing Project of Lapu-Lapu City) (Portion of SK-07-000012; on the SW., ALONG LINE 3-4 by proposed Philippine Navy Reservation; and on the NW., along lines 4-5-1 by Cebu Channel. Beginning at a point marked “1” on plan being N. 810 08" W., 11198.80 meters from B.L.L.M. No. 3, Psc-11, Opon Cadastre, thence:
