DECLARING THURSDAY, JULY 1, 1999, AS A SPECIAL DAY IN THE CITY OF SAN CARLOS, PROVINCE OF NEGROS OCCIDENTAL

WHEREAS, the City of San Carlos, Negros Occidental, celebrates its Charter Day anniversary on July 1, 1999;

WHEREAS, the residents of the City of San Carlos, conscious of the historical and cultural significance of the event, desire to celebrate that momentous day with appropriate ceremonies;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Thursday, July 1, 1999, as a special day in the City of San Carlos.
