MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 103, April 29, 1999 ] AMENDING PROCLAMATION NO. 852 (s. 1992) RESERVING THE FOUR (4) HECTARE AREA SEGREGATED FROM LOT 1 (SWO-13-000682), DECLARING THE SAME AVAILABLE TO THE MEMBERS OF THE PHILIPPINE NATIONAL POLICE (PNP), OTHER GOVERNMENT EMPLOYEES, THOSE AFFECTED BY THE PASIG RIVER REHABILITATION PROGRAM, AND OTHER BENEFICIARIES WHEREAS, on 30 January 1992, Proclamation No. 852 was issued by then President Corazon C. Aquino, that excluded from the operation of Proclamation 423 dated 12 July 1957 (which established the military reservation known as Fort William McKinley now Fort Andres Bonifacio situated in the municipalities of Pasig, Taguig, Pateros, Parañaque and Pasay City, Metropolitan, Manila), as amended by Proclamation Nos. 2475 and 518 dated 07 January 1986 and 31 January 1990, respectively, certain parcels of land embraced thereon (Lot 1 Swo-13-000682 and Lot 2 Swo-13-000682) situated in the municipality of Taguig, Metropolitan, Manila, and declaring the same open for disposition under the provisions of Public Land Act (C.A. 141), as amended; WHEREAS, pursuant to Proclamation No. 852, an area consisting of four (4) hectares within lot 1 (Swo-13-000682) as identified by the Bliss Development Corporation (BDC) shall be segregated for lot allocation to resident families that are affected by the BDC housing projects to be administered and disposed of by BDC; WHEREAS, the provisions of Republic Act 7279 (Urban Development and Housing Act of 1992) mandates the rational land use and development of urban lands to optimize the use and productivity thereof for both residential and commercial purposes; WHEREAS, the Home Insurance and Guaranty Corporation, as successor in interest of BDC, has undertaken the construction of seventeen (17) medium rise buildings instead of single detached units to give effect to the mandate of the government to provide basic services in terms of housing; WHEREAS, the medium rise buildings have generated housing units more than enough to accommodate the original beneficiaries-resident families affected by the BDC housing projects; WHEREAS, employees of the Philippine National Police and other government agencies have manifested their desire to purchase from the medium rise buildings.1aшphi1 NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare available to the members of Philippine National Police, families affected by the Pasig River Rehabilitation Program, public school teachers and other government employees and beneficiaries, the area consisting of four (4) hectares from lot 1 (Swo-13-000682) as described in Proclamation No. 852, and identified by BDC, and subsequently titled under Transfer Certificate of Title No. 29370 of the Registry of Deeds of Rizal, more particularly described as follows: TCT NO. 29370 A parcel of land (Block 25 as shown on the subdivision plan, Psd-007607-025896-D, being a portion of lot 1, Swo-13-000682, LRC Rec. No. ____), situated in Barangay Fort Bonifacio, municipality of Taguig, Metro Manila. Bounded on the north, along line 1-2 by Fort Bonifacio Military Reservation, portion of lot 3, Psu-2031; on the NE., along line 2-3 by proposed Napocor transmission line, lot 3, Swo-13-000682; on the S., along lines 3-4-5 by blk. 24 of the subd. Plan; and on the NW., along line 5-1 by circumferential road (C-5) 60.0 m. wide), portion of lot 3, Psu-2031, beginning at a point marked 1 on plan, being N. 87 deg. 16" W., 1903.15m. from BLLM #1, Mcadm-590-D, Taguig Cad., thence; S 88 deg. 36" E., 249.86 m. to pt. 2; S.22 deg. 10E., 144.54 m to pt. 3; N. 88 deg. 36W., 177.00 m to pt. 4; N. 88 deg. 35W., 176.98 m. to pt. 5; N. 20 deg. 41E., 140.26 m. to the pt. of beginning, containing an area of THIRTY NINE THOUSAND NINE HUNDRED NINETY TWO (39,992) SQUARE METERS, more or less xxxxx. The administration and disposition of the aforedescribed land and the existing medium rise buildings thereon shall be undertaken by the Home Insurance and Guaranty Corporation, successor in interest of BDC, in the manner and under such conditions it may deem expedient in carrying out the purposes of this Proclamation. All other provisions of Proclamation No. 852 not hereby amended shall hereby remain effective.
