beginning containing an area of Eight (8) hectares, more or less, subject to private rights, if any there be, and to the following conditions;
1. The administration and management of the area covered by the reservation shall be jointly under the Department of Natural Resources and the Department of Education, Culture and Sports. For this purpose, a five-year development plan shall be submitted to the Office of the President by the Lamon Bay School of Fisheries within one year from approval hereof, furnishing the Department of Natural Resources and the Bureau of Forest Development copies thereof.
2. The extraction and utilization of timber and other forest products of remaining in the area shall be subject to forest and Internal Revenue Laws and regulation.1aшphi1
3. In the event that the area is no longer needed for the purpose stated, or its development has already been abandoned for a period of two years, this proclamation is automatically withdrawn, revoked or cancelled and the subject area shall regain in its former status as part and parcel of the forest lands.
