PROCLAIMING CONVENTION NO. 149 CONCERNING EMPLOYMENT AND CONDITIONS OF WORK AND LIFE OF NURSING PERSONNEL, ADOPTED BY THE INTERNATIONAL LABOUR ORGANIZATION ON JUNE 21, 1977

WHEREAS, in the context of national development, the ultimate object of which is the emancipation of the common man from the scourges of poverty, disease and ignorance, nursing personnel play a vital role in the field of public health and the eradication of disease;

WHEREAS, it is a matter of public policy to ensure the provision of adequate nursing services to the great masses of our people in dire need of such services;

WHEREAS, such policy objective can be best achieved by improving the terms and conditions of employment as well as the status of nursing personnel corresponding to their role in the field of health and acceptable to them;

WHEREAS, the Philippine Government, in keeping with such policy objective, has indorsed the ratification of Convention No. 149 concerning employment and conditions of work and life of nursing personnel, adopted by the International Labour Organization on June 21, 1977;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me under the Constitution do hereby declare and proclaim the ratification of ILO Convention No. 149.1aшphi1
