DECLARING THURSDAY, SEPTEMBER 28, 1972, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF CAMARINES NORTE.

WHEREAS, Thursday, September 28, 1972, marks the anniversary of the birth of the late Wenceslao Q. Vinzons, Sr., hero and martyr, Provincial Governor, delegate to the 1934 Constitutional Convention and Congressman for the province of Camarines Norte; and

WHEREAS, the people of Camarines Norte, the province of his birth, desire to celebrate his birthday with appropriate ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Thursday, September 28, 1972, as a special public holiday in the province of Camarines Norte.
