MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1050, July 20, 1972 ] AUTHORIZING THE CHIEF OF STAFF, AFP, AND, IN HIS BEHALF, THE COMMANDERS OF THE MAJOR SERVICES, AFP, TO UTILIZE AND AVAIL OF PRIVATE WATERCRAFT, VEHICLES AND OTHER EQUIPMENT FOR RESCUE AND RELIEF OPERATIONS IN THE PROVINCES OF BULACAN, PAMPANGA, TARLAC, NUEVA ECIJA, PANGASINAN, AND BATAAN. WHEREAS, the state of calamity declared under Proclamation No. 1046 dated July 12, 1972, for the entire island of Luzon and some provinces has been worsened or aggravated by the rains and floods during the last few days caused by Typhoon “Gloring”; WHEREAS, there is urgent need to further intensify government efforts in rescuing, evacuating and otherwise extending immediate relief to the residents in the flood-stricken provinces of Bulacan, Pampanga, Tarlac, Nueva Ecija, Pangasinan and Bataan; and WHEREAS, the lack of necessary means of government transportation and other equipment to achieve this end has greatly hampered the progress of the rescue and relief operations, thereby imperilling the very lives and survival of the inhabitants in the stricken areas many of whom have been marooned or stranded; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Chief of Staff, AFP, and, in his behalf, the Commanders of the Major Services, AFP, to utilize and avail of private watercraft, vehicles and other equipment for rescue, evacuation and relief operations in the aforesaid provinces. It is understood that only such means of transportation and other equipment as are deemed necessary, for which corresponding receipts shall be issued to the owners or operators thereof, shall be requisitioned; and that due compensation for the use of such watercraft, vehicles and equipment shall be paid by the Government after the termination of the relief and rescue operations.1aшphi1 IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
