MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1049, July 20, 1972 ] AUTHORIZING THE SECRETARY OF NATIONAL DEFENSE AND IN HIS BEHALF THE RESPECTIVE PROVINCIAL COMMANDERS IN BULACAN, PAMPANGA, TARLAC, NUEVA ECIJA, PANGASINAN AND BATAAN TO REQUISITION AND THEREUPON IMMEDIATELY DISTRIBUTE SUCH NECESSARY PRIVATE SUPPLIES OF FOODSTUFFS AS ARE NEEDED FOR THE SURVIVAL OF FLOOD VICTIMS IN THESE PROVINCES WHEREAS, it is the supreme concern of the Government that the relief, and indeed the very survival, of flood victims in the provinces of Bulacan, Pampanga, Tarlac, Nueva Ecija, Pangasinan and Bataan be assured and safeguarded; WHEREAS, to achieve this end, it becomes imperative that the resources of both the Government and private citizens be marshalled, in a manner consistent with the Constitution and the laws of the land; and WHEREAS, the conditions in this flood-ravaged provinces, already covered by a state of calamity under Proclamation No. 1046 dated July 12, 1972, have worsened to a degree where extraordinary measures must be applied, to mitigate the simultaneous threats of hunger, disease and disruption of civil services; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Secretary of National Defense and, in his behalf, the Provincial Commanders, Philippine Constabulary, of Bulacan, Pampanga, Tarlac, Nueva Ecija, Pangasinan and Bataan, in coordination with the respective Provincial Governor or City Mayor and the respective Provincial Auditor or City Auditor concerned, to requisition and immediately distribute such private supplies of foodstuffs as are necessary for the survival of flood victims in these provinces. The foodstuffs so taken shall be properly receipted for and paid for upon certification by the proper Provincial or City Auditor and approval by the Provincial Governor or City Mayor.
