[ Proclamation No. 940, December 13, 1971 ]

AUTHORIZING THE CENTER FOR EDUCATIONAL TELEVISION, INC., TO CONDUCT AN EDUCATIONAL AND FUND CAMPAIGN FOR a PERIOD OF SIX MONTHS, FROM JANUARY 1, 1972 TO JUNE 30, 1972.

WHEREAS, THE CENTER FOR EDUCATIONAL TELEVISION, INC. has successfully introduced television as a new medium of instruction into Philippine education;

WHEREAS, THE CENTER FOR EDUCATIONAL TELEVISION, INC. has bolstered the instructional programs in over 113 public and private schools of the Greater Manila Area, trained 373 classroom teachers and 439 school administrators as well as instructed by television over 100,000 students;

WHEREAS, THE CENTER FOR EDUCATIONAL TELEVISION INC. in its pilot program stage has demonstrated that television is a valid medium of instruction having educational and pedagogical advantages including: the presentation of high quality instruction to widespread student audiences; the modernization of the curriculum; advanced in-service training and substantial in-class aid for teachers; the introduction of audio-visual aids into classrooms; and, stimulating innovations in school curricula;

WHEREAS, the Department of Education of the Republic of the Philippines is facing and will continue to face difficulties in providing better educational opportunities for more and more students each year;

WHEREAS, instructional television could presently provide an improved curriculum to over one million five hundred thousand students or one quarter of the student population in the elementary and secondary schools throughout the country, and hence alleviate the educational problems and difficulties of the country;

WHEREAS, in view of its relevance, it is desirable that instructional television as a program for improved education should be supported;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the authority vested in me by the law do hereby authorize the CENTER FOR EDUCATIONAL TELEVISION, INC., to conduct a nationwide, educational and fund drive for a period of six months, starting from January 1, 1972 to June 30, 1972. I am calling upon all citizens and residents of the Philippines, irrespective of nationality, race, creed or age, to assist in this endeavor by giving to this cause generously of their means. I further call upon all national, provincial, city and municipal government entities, officials and employees, as well as on all school teachers and students throughout the land, to actively participate in and support this well-meaning and very deserving campaign.
