DECLARING FRIDAY, SEPTEMBER 17, 1971, AS a PUBLIC HOLIDAY IN THE PROVINCE OF TARLAC.

WHEREAS, Francisco Makabulos was one of the outstanding Filipino generals in the revolutionary wars against Spain and the United States; and

WHEREAS, the people of Tarlac, his birthplace, should be given full opportunity to celebrate his birthday anniversary on September 17, 1971, with appropriate ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Friday, September 17, 1971, as a special public holiday in the province and city of Tarlac.1aшphi1
