CALLING THE CONGRESS OF THE PHILIPPINES TO a SPECIAL SESSION

WHEREAS, the public interest requires that the Congress of the Philippines be convened in a special session in order to consider other legislative measures of urgent nature;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers, vested in me by the Constitution, do hereby call the Congress of the Philippines to a special session for such number of days as may be necessary not exceeding thirty (30) days commencing on August 2nd 1971 at 10:00 o’clock in the morning, to consider such subjects as the members may deem wise, to include the following bills:

N.E. NO. 3443	–	AN ACT APPROPRIATING FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY FIRST, NINETEEN HUNDRED AND SEVENTY-ONE TO JUNE THIRTIETH, NINETEEN HUNDRED AND SEVENTY-TWO AND FOR OTHER PURPOSES:
S.B. NO. 184	–	AN ACT TO PROVIDE FOR ELECTORAL REFORMS, AMENDING FOR THE PURPOSE CERTAIN SECTIONS OF THE REVISED ELECTION CODE AND INSERTING NEW SECTIONS THEREIN, AND AMENDING FURTHER REPUBLIC ACT NUMBERED THREE THOUSAND FIVE HUNDRED AND EIGHTY-EIGHT, AS AMENDED;
H.B. NO. 1919	–	NEW ELECTION CODE OF THE PHILIPPINES;
S.B. NO. 478	–	AN ACT AMENDING REPUBLIC ACT
H. B. NO. 3453		NUMBERED THIRTY-EIGHT HUNDRED AND FORTY-FOUR, AS AMENDED, OTHERWISE KNOWN AS THE AGRICULTURAL LAND REFORM CODE, AND FOR OTHER PURPOSES; AND

AN ACT TO ACCELERATE THE IMPLEMENTATION OF THE AGRARIAN REFORM PROGRAM, CREATING FOR THE PURPOSE AGRARIAN REFORMS SPECIAL ACCOUNT IN THE GENERAL FUND, PROVIDING THE NECESSARY FUNDS THEREFOR, AND FOR OTHER PURPOSES.

Further, I hereby certify, pursuant to the provisions of Article VI, Sections 9 and 21 (2) of the Constitution, to the necessity of the immediate enactment of the above-entitled bills.

All persons entitled to sit as members of the Congress of the Philippines are requested to take notice of this Proclamation.
