AUTHORIZING THE NARCOTICS FOUNDATION OF THE PHILIPPINES, INC., TO CONDUCT a NATIONWIDE EDUCATIONAL MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM JUNE 1 TO SEPTEMBER 30, 1971.

WHEREAS, drug addiction has reached such a serious proportion that it becomes the abiding concern of the Government, as well as civic-minded citizens and the more fortunate sectors of society, to fight the menace so as to preserve the health and welfare of our youth, the future mainstay of the Philippines; and

WHEREAS, the Narcotics Foundation of the Philippines, Inc., a private non-profit organization dedicated to supplement the efforts of the Government in the treatment, rehabilitation and after-care services of drug addicts, who are mostly school boys and girls in the prime of their youthful life, needs public support for its rehabilitation projects;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Narcotics Foundation of the Philippines, Inc., to conduct a nationwide educational, membership and fund drive during the period from June 1 to September 30, 1971. I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in rekindling the hopes and aspirations of our youth who, due to addiction are being deprived of their roles as useful citizens of tomorrow.
