MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 682, June 23, 1960 ] MAKING PUBLIC THE REPARATIONS AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND JAPAN, MAY 9, 1956 WHEREAS, a Reparations Agreement between the Republic of the Philippines and Japan, and an Annex, exchanged Notes and other supporting documents to accompany said Agreement were concluded and signed by the respective plenipotentiaries of the two Governments at Manila on May 9, 1956; WHEREAS, the Senate of the Philippines by its Resolution No. 78, adopted on July 16, 1956, did concur in the making of said Reparations Agreement, the Annex, the exchanged Notes, and the supporting documents, in accordance with the constitutional procedure of the Philippines; WHEREAS, the said Agreement, together with the accompanying Annex, exchanged Notes and other supporting documents, has been duly ratified on both parts, and the instruments of ratification of the two Governments were exchanged at Tokyo, Japan, on July 23, 1956; and WHEREAS, it is stipulated in the said Agreement that same, together with the accompanying Annex, exchanged Notes and other supporting documents, shall take effect immediately upon the exchanged of the instruments of ratification; NOW, THEREFORE, be it known that I, Carlos P. Garcia, President of the Philippines, have caused the aforesaid Reparations Agreement, between the Republic of the Philippines and Japan, and the accompanying Annex, exchanged Notes, and other supporting documents, a certified copy of which is hereto attached, to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the Republic of the Philippines and the citizens thereof.
