[ Proclamation No. 647, February 16, 1960 ]

DECLARING FRIDAY, FEBRUARY 19, 1960, AS A SPECIAL PUBLIC HOLIDAY IN PAMPANGA AND TARLAC

WHEREAS, Proclamation. No. 128, dated May 4, 1949, as amended by Proclamation No. 374, dated December, 26, 1956, declared February 19 of every year as Jose Abad Santos Day to honor the memory of the great jurist, patriot, and martyr; and

WHEREAS, the people of Pampanga and Tarlac request that they be given full opportunity to celebrate the hero’s birthday with appropriate ceremonies;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Friday, February 19, 1960, as a special public holiday in the provinces of Pampanga and Tarlac.
