MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 642, February 8, 1960 ] DECLARING THE THIRD WEEK OF MARCH EFFECTIVE THIS YEAR AS NATIONAL COMMUNITY BEAUTIFICATION WEEK In order that the people may fully appreciate the urgency of planting oranamental and economic plants both as individual homeyard and as community undertakings for purposes of beautification, food production, natural resources conservation, and physical and moral regeneration, I, Carlos P. Garcia, President of the Philippines, do hereby declare the third week of March beginning this year as National Community Beautification Week. I call upon all government and non-government entities and all residents of the Philippines to lend their full cooperation in the appropriate observance of this week.
