[ Proclamation No. 637, December 20, 1959 ]

DESIGNATING THE PERIOD FROM JANUARY 1 TO JUNE 30, 1960, FOR THE WORLD REFUGEE YEAR FUND CAMPAIGN IN THE PHILIPPINES

WHEREAS, by Resolution of the General Assembly of the United Nations adopted on December 5, 1958, the World Refugee Year was set for observance from June 1959 to June 30, 1960, in order—

(a) “to focus interest on the refugee problem . . .;”

(b) “to encourage additional financial contributions from governments, voluntary agencies and the general public . . .;” and

(c) “to encourage additional opportunities for permanent refugee solutions through voluntary repatriation, resettlement or integration, on a purely humanitarian basis . . .;”

WHEREAS, the Philippines, as a member country of the United Nations, has agreed to participate in the celebration of the World Refugee Year;

NOW, THEREFORE, I, CARLOS P. GARCIA, President of the Philippines, do hereby designate the period from January 1 to June 30, 1960, for the World Refugee Year fund campaign in the Philippines.

I call upon all citizens and residents of the Philippines’, irrespective of nationality, race, or creed, to support this campaign and to give generously to this humanitarian cause.1aшphi1

I authorize all government officials and employees, including school authorities and teachers, to accept for the World Refugee Year National Committee fund-raising responsibilities and to give it full and active support and leadership in their respective communities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
