AUTHORIZING THE PHILIPPINE FEDERATION OF PRIVATE MEDICAL PRACTITIONERS TO CONDUCT A NATIONAL EDUCATIONAL AND FUND DRIVE DURING THE PERIOD FROM NOVEMBER 20, 1959, TO JANUARY 20, 1960

WHEREAS, old age and the inability to pursue active physical endeavors have created a problem of national concern among our retired and aging citizens;

WHEREAS, the problem of aging has brought about misery, poverty, and dependency among our retired and aged persons, many of whom have turned to begging and consequently aggravated the mendicancy problems in this country;

WHEREAS, there is a wealth of knowledge and experience neglected and abandoned among our retired aged persons who, properly rehabilitated medically, economically, and psychologically, can still contribute effectively to our task of nation-building; and

WHEREAS, the Philippine Federation of Private Medical Practitioners proposes to undertake the establishment of a Geriatric Center for the Care and Rehabilitation of the Aged;

NOW, THEREFORE, I, CARLOS P. GARCIA, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Federation of Private Medical Practitioners to conduct a national educational and fund campaign from November 20, 1959, to January 20 1960 to raise sufficient funds to finance the establishment of said Geriatric Center. I call upon all citizens and residents of the Philippines regardless of nationality, race, or creed to assist in this humanitarian campaign by giving generously of their means so that it may accomplish this venture successfully. I authorize government officials and employees to participate in this drive and contribute to the realization of its goal.
