[ Memorandum Order No. 111, August 24, 2000 ]

ENJOINING ALL DEPARTMENTS, AGENCIES AND OFFICES OF THE NATIONAL AND LOCAL GOVERNMENTS INCLUDING GOVERNMENT OWNED AND CONTROLLED CORPORATIONS AND STATE COLLEGES AND UNIVERSITIES TO SPRUCE-UP GOVERNMENT OFFICES, BUILDING WORK PLACES, FACADES, ADJOINING STREETS AND SURROUNDINGS IN TIME FOR THE PHILIPPINE CIVIL SERVICE CENTENNIAL DAY CELEBRATION

WHEREAS, Proclamation No. 313, declared September 19, 2000 as Philippine Civil Service Centennial Day;

WHEREAS, the Centennial Day is a historic celebration for the entire bureaucracy as well as the men and women in the public service;

WHEREAS, as a manner of commemorating and to add grandeur to the Centennial Day celebration;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order the following:

Section 1. Scope and Coverage. In time for the Philippine Civil Service Centennial Day celebration, all departments, agencies, bureaus, offices of the national government including government owned and controlled corporations, state colleges and universities, the offices of the provincial governors, city and municipal mayors including the barangays are hereby enjoined to clean and spruce-up their buildings, work places, facades, grounds, adjoining streets and surroundings.

The cleaning and sprucing up of office buildings and facades may be in a form of refurbishing, repainting or simply washing or clearing off the dirt/stain on the walls, floors, pavements, gates, doors, windows, stairs, ceilings, canopies, roofs, fences and signages. Cleaning of the grounds, streets and surroundings may be in a form of cutting off weeds and grasses, sweeping litters and refuse, and putting these in proper garbage containers. Officials and employees may also plant ornamentals, vegetables and trees, where possible, to make the environment greener. Department heads and local leaders may also seek the cooperation of non-government organizations (NGOs) and civil society to undertake such activities.1aшphi1

Section 2. Lead Agencies. The Department of Public Works and Highways (DPWH), Civil Service Commission (CSC), Department of Budget and Management (DBM), Metro Manila Development Authority (MMDA) and Department of Interior and Local Government (DILG) shall take the lead in implementing these activities.

Section 3. Funding. Each agency/office may allocate part of their maintenance operating and other expenses (MOOE) to defray expenses for the said activities. The DBM, shall allocate budget, where appropriate, to ensure the successful implementation of the program.

Section 4. Effectivity. This Memorandum Order shall take effect immediately.
