[ Memorandum Order No. 106, May 31, 2000 ]

CONSTITUTING THE PREQUALIFICATION, BIDS AND AWARDS COMMITTEE FOR THE DEVELOPMENT OF THE PHILIPPINE PROPERTIES IN JAPAN

WHEREAS, several proposals for the development of the Philippine Government-owned properties located in Fujimi-cho and Nanpeidai in Tokyo, Japan, have been received in the Office of the President; and

WHEREAS, in accordance with existing policy, the development of these properties under a Build-Operate-Transfer (BOT) scheme will be done through open and competitive public bidding.

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby constitute a Prequalification, Bids, and Awards Committee (PBAC) under the Properties Committee chaired by the Executive Secretary.

Section 1. Composition. The PBAC shall be composed of the following:

Section 2. Functions. The PBAC shall have the following functions:

a) Prepare appropriate forms for invitation to bid and stipulate the terms and conditions of said bids.

b) Conduct the prequalification of developers for the Philippine properties in Japan;

c) Evaluate all proposals of participating developers;

d) Recommend the awarding of contract for services and development of the subject properties; and

e) Render a regular report to the Executive Secretary/Chairman of the Properties Committee.

The Office of the Executive Secretary, in coordination with the Presidential Management Staff, shall provide the necessary staff support and secretariat services to the Committee.1aшphi1

Section 3. Effectivity. This Memorandum Order shall take effect immediately.
