Pursuant to Article IX(C), Section 2(4), of the 1987 Constitution, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby concur with Resolution No. 3113 dated December 2, 1999, of the Commission on Elections entitled “REQUEST FOR THE CONCURRENCE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES IN THE DEPUTATION OF THE ARMED FORCES OF THE PHILIPPINES, THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT, THE NATIONAL POLICE COMMISSION AND THE PHILIPPINE NATIONAL POLICE FOR THE PURPOSE OF ENSURING FREE, ORDERLY, HONEST, PEACEFUL AND CREDIBLE DECEMBER 18, 1999 PLEBISCITES FOR THE CITYHOOD OF TUGUEGARAO AND MALOLOS AS COMPONENT CITIES OF CAGAYAN AND BULACAN, RESPECTIVELY PURSUANT TO R A. 8755 AND 8754.”

All government agencies, officials and employees deputized by the Commission on Elections pursuant to this Memorandum Order are hereby directed to coordinate and cooperate with the Commission on Elections in the performance of their respective duties and functions.1aшphi1

This Memorandum Order shall take effect immediately.
