[ Memorandum Order No. 336, December 21, 1990 ]

ENJOINING ALL INFORMATION TECHNOLOGY (IT) PROGRAMMERS, SYSTEMS ANALYSTS AND OFFICERS IN GOVERNMENT TO ACTIVELY PARTICIPATE IN PROGRAMS/PROJECTS OF PROFESSIONAL IT ORGANIZATIONS.

WHEREAS, the government is cognizant of the fact that for government to be efficient, effective and transparent, there is a need for good information system which requires the accelerated use of Information Technology (IT);

WHEREAS, the use of IT can improve government’s capability for policy formulation, planning and responsive implementation of programs and projects;

WHEREAS, in line with the above-mentioned purposes, it is imperative for all government agencies and instrumentalities to coordinate all IT-related efforts in order to optimize the use of government and IT resources and avoid redundancies of information systems;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1.All IT practitioners in government are hereby enjoined to:

1.Join legitimate and recognized professional IT organizations concerned with the propagation of the use of IT and actively participate and contribute to the success of their programs/projects and resources;

2.Promote the sharing of IT expertise among government agencies and organizations; and

3.Enlist the support of government and non-government organizations in promoting IT for national development.

For this purpose, all heads of departments, agencies, local government units, government-owned and controlled corporations, and state universities and colleges shall allocate funds for the institutional participation of their IT personnel as active members of such organizations, subject to the availability of funds.

Section 2.The Information Technology Coordinating Council (ITCC) shall establish the appropriate guidelines for the implementation of this Memorandum Order.1aшphi1

Section 3.This Memorandum Order shall take effect immediately.
