CREATING THE INTER-AGENCY COMMITTEE FOR DOCUMENTING AND ESTABLISHING DATA BASE ON THE JULY 1990 EARTHQUAKE AND FOR OTHER PURPOSES

WHEREAS, various government agencies are gathering data on the recent earthquake and its associated phenomena independently of one another relative to their respective areas of concern;

WHEREAS, there is a need to create a multi-sectoral body that shall undertake a unified, systematic and scientific documentation of information on the recent earthquake for future planning and research;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. There is a hereby created the Inter-Agency Committee for Documenting and Establishing Date Base on the July 1990 Earthquake, to be composed of the following:

The Secretary of Environment and Natural Resources	Chairman
The Secretary of Science and Technology	Co-Chairman
The Chairman of National Disaster Coordinating Council	Member
The Secretary of Public Works and Highways	Member
The Secretary of Social Welfare and Development	Member
The President of the University of the Philippines	Member
The Director of the Philippine Institute of Volcanology and Seismology	Member
The President of the Philippine Institute of Civil Engineers Associations	Member
The President of the Association of Structural Engineers of the Philippines	Member
The President of the Philippine Contractors Association Board	Member
The President of the Philippine Institute of Architects Associations	Member
The Executive Director of the Philippine Social Science Council	Member
The Director of the Philippine Institute of Development Studies	Member
The Chairman/Executive Director of the National Historical Institute	Member

Section 2. The Committee shall have the following functions:

(a) Develop a systematic, unified and integrated system for scientific documentation, gathering, collating and storing information, including photographic and video data on the impacts of the July 1990 earthquake and its associated phenomena;

(b) Establish a data base on the earthquake disaster;

(c) Organize study teams to analyze various aspects of the earthquake (seismological, geological, engineering, environmental and socio-economic);

(d) Conceptualize and draft a proposal for the establishment of a Disaster Management Center to serve as the depository of scientific data gathered regarding the recent earthquake;

(e) Organize conferences or venues for presentation and discussion of the findings of the study teams; and

(f) Prepare a comprehensive report to the President on the July 1990 recent earthquake.1aшphi1

Section 3. The amount as may be necessary for the operations of the Committee and the study teams organized shall be taken from any lump sum fund in the 1990 CY Budget as may be determined by the Department of Budget and Management.

Section 4. This Memorandum Order shall take effect immediately.
