MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 273, January 4, 1990 ] EXPANDING THE AUTHORITY OF THE PHILIPPINE COAST GUARD IN ISSUING DISPENSATION PERMIT Memorandum Order No. 254, dated September 15, 1989, is hereby amended, so as to expand the authority thereunder of the Philippine Coast Guard in the issuance of upgrading dispensation permit to include licensed Filipino Merchant Marine Officer actually employed on board Philippine registered vessels engaged in overseas trade. The Philippine Coast Guard shall, in coordination with the Maritime Industry Authority, prepare and publish in a newspaper of general circulation appropriate guidelines, standards, and procedures and fix reasonable fees for the issuance of dispensation permit hereunder authorized, consistent with the pertinent provisions of the 1978 International Convention On Standards Of Training, Certification and Watchkeeping For Seafarers.
