[ Memorandum Order No. 243, June 27, 1989 ]

REQUIRING CERTAIN GOVERNMENT OFFICES, INCLUDING GOVERNMENT OWNED OR CONTROLLED CORPORATIONS AND THEIR SUBSIDIARIES, TO PURCHASE THEIR RICE AND CORN REQUIREMENTS FROM THE MASAGANANG SAKAHAN, INC. (MSI), SUBJECT TO CERTAIN CONDITIONS

WHEREAS, the Masaganang Sakahan, Inc. (MSI), a wholly-owned subsidiary of the Land Bank of the Philippines (LBP), supports the latter in the Comprehensive Agrarian Reform Program through the procurement of the farm produce of agrarian reform farmer beneficiaries as payment in kind of their amortizations with the bank;

WHEREAS, government offices and corporations that grant rice allowances to their employees and/or buy rice or corn for their own operational requirements, provide ready market for the farm produce of agrarian reform farmer-beneficiaries;

NOW, THEREFORE, it is hereby directed that:

1. All offices of government, including government owned or controlled corporations as well as their subsidiaries that grant rice allowances to their employees and/or buy rice or corn for their own operational requirements and which have no valid and outstanding agreements thereon, are hereby directed to purchase their rice or corn supply requirements from the Masaganang Sakahan, Inc.

2. The Masaganang Sakahan, Inc. is hereby directed to satisfy the rice and corn requirements of the aforesaid government offices and corporations through its palay and corn procurement operations from the agrarian reform farmer-beneficiaries.1aшphi1

3. The selling price of the aforesaid commodities shall be in accordance with the selling price set by the National Food Authority at the time of sale.

4. This Memorandum Order shall be without prejudice to the enforcement of Memorandum Order No. 46 dated November 6, 1986.

5. This Memorandum Order shall take effect immediately.
