[ Memorandum Order No. 56, December 11, 1986 ]

CREATING A TASK FORCE TO STUDY THE 60-30-10 PLAN INVOLVING SUGAR LANDS IN NEGROS OCCIDENTAL.

WHEREAS, the economy of the Province of Negros Occidental is in a depressed state caused by the slump of sugar demand in the world market;

WHEREAS, some 90% of its two million people are directly or indirectly dependent on sugar, of which 270,000 workers are reportedly employed in growing sugarcane; and

WHEREAS, the depressed state of Negros economy has magnified the threat of Communist insurgency thus requiring immediate rehabilitation and diversification.

ACCORDINGLY, a Task Force is hereby created with the objective of studying the 60-30-10 plan involving sugar lands in Negros Occidental which was one of the issues presented to the President during her Presidential Regional Consultation in Region VI.

The Task Force shall be composed of the following members:

1. The Minister of Agrarian Reform, or his duly designated representative; Chairman
2. The Minister of Agriculture and Food, or his duly designated representative; Member
3. The Director-General, or the duly designated representative of the National Economic and Development Authority; Member
4. The Governor of Negros Occidental; Member
5. Two (2) nominees of the Negros Consultation Forum Member
6. One representative from the Philippine National Bank; and Member
7. One representative from the Office of the President (Presidential Management Staff) Member

The Task Force shall submit their recommendation on this matter to the President.1aшphi1

This Memorandum Order shall take effect immediately.
