[ Memorandum Order No. 49, November 19, 1986 ]
TRANSFERRING FROM THE MINISTRY OF THE BUDGET AND MANAGEMENT TO THE MINISTRY OF EDUCATION, CULTURE AND SPORTS OPERATIONS PERTAINING TO THE PREPARATION OF TREASURY WARRANTS FOR THE SALARIES OF PUBLIC SCHOOL TEACHERS, AND FOR OTHER PURPOSES
WHEREAS, the Minister of Education, Culture and Sports and the Minister of the Budget and Management have agreed to transfer the Ministry of the Budget and Management’s responsibility pertaining to the preparation of treasury warrants for the salaries of public school teachers to the Ministry of Education, Culture and Sports including the personnel, equipment, office space and the corresponding budget allocation pertaining to the said operations;
In view of the foregoing, it is hereby directed that:
1) The Ministry of Budget and Management operations pertaining to the preparation of treasury warrants for the salaries of public school teachers, including the IBM computer mainframe and peripheral devices owned by the Ministry of the Budget and Management which are currently being used by its Payroll Services Division of the Data Processing Service at the Central Bank compound, Manila, are hereby transferred to the Ministry of Education, Culture and Sports.
All assets, records and existing personnel of said MBM Payroll Services operations shall likewise be transferred to the Ministry of Education, Culture and Sports. The office space in the Central Bank where the IBM System 4331 is located shall continue to be used by the MECS.
2) The budget allocation for the Payroll Services Division of the Data Processing Service which is included in the CY 1986 appropriation of the Ministry of Budget and Management shall likewise be transferred to the Ministry of Education, Culture and Sports. Thereafter, the requisite appropriations for its operation shall be included in the annual Ministry of Education, Culture and Sports appropriations.
3) The personnel affected by this transfer shall continue to receive their present salaries and shall not suffer a reduction in compensation due to the implementation of this Memorandum Order.1aшphi1
In cases where the incumbents shall vacate their positions, the position shall automatically be evaluated in accordance with the salary schedule of the Ministry of Education, Culture and Sports or the National Compensation Plan, as the case may be.
4) The IBM Payroll Services Division, Data Processing Service, transferred to the Ministry of Education, Culture and Sports shall continue to service the agencies that they are presently servicing at the date of the effectivity of this Order.
5) This Memorandum Order shall take effect immediately.
