[ Memorandum Order No. 41, September 26, 1986 ]

CREATING A COMMITTEE TO INVESTIGATE THE CHARGES OF MS. HERMINIA J. TAYCO AGAINST MS. CORAZON B. MARCOS, FORMER ACTING CHAIRMAN OF THE TARIFF COMMISSION

A Committee is hereby created to investigate the administrative charges of grave abuse of authority, oppression and conduct unbecoming, filed in 1974 by Ms. Herminia J. Tayco against Ms. Corazon B. Marcos, former Acting Chairman of the Tariff Commission, to be composed of –

1. Atty. Auxencio S. Lucero, Assistant Presidential Staff Director, as Chairman

2. Atty. Vicente V. Soriano, Supervising Presidential Staff Legal Officer, as member; and

3. Atty. Antonio A. Merelos, Senior Presidential Staff Legal Officer, as member.

The Committee shall have all the powers and prerogatives of an investigating committee under Section 71 and 580 of the Revised Administrative Code, including the power to summon witnesses, administrative oaths, or take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum.

The Committee is hereby empowered to call upon and secure the assistance of any ministry, bureau, office, agency, or instrumentality of the government, including government-owned or controlled corporation, in the performance of its duties and discharge of its functions.

The Committee shall convene immediately, conduct the investigation in the most expeditious manner and terminate the same as soon as practicable from its first scheduled date of hearing.1aшphi1

The Committee shall submit its report and recommendation to the Deputy Executive Secretary as soon as practicable from the time the case is submitted for decision.
