INVITING ATTENTION TO THE PROVISIONS OF SECTION 16 OF THE REVISED CIVIL SERVICE RULES.

It has been observed that certain employees of this Office have been absent without prior permission from their supervisors, in violation of the Civil Service Rules.

In this connection, attention is invited to the following provisions of Section 16, Rule XVI-C of the aforementioned Rules:

“Section 16 Applications for vocational leave of absence for one full day or more shall be submitted on the prescribed form for action by the proper chief of agency five days in advance, whenever possible, of the effective date of such leave.1aшphi1

“(a) All applications for sick leave of absence for one full day or more shall be made on the prescribed form. Notice of absence must be immediately sent to the proper head of Department or agency and the application therefor, containing a brief explanation of the cause of delay in filing, submitted later. Application for less than one day need not be accomplished, but all absences, including fractions of a day, must be recorded on the daily time record.”

In the interest of the service, strict compliance by the officials and employee with the above-quoted provisions of the Rules is hereby enjoined. In the exceptional cases where the application for leave of absence cannot be filed in advance due to sudden illness or any other justifiable reason, the head of the division or unit concerned should be informed immediately by telephone, or any other means of fast communication.
