MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 71, October 18, 2004 ] AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF MEMBERS OF THE SOCIETY OF PHILIPPINE ACCREDITED CONSULTANTS, INC. (SPAC) IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS IN THE NATIONAL SYMPOSIUM TO BE HOSTED BY SPAC The Society of Philippine Accredited Consultants, Inc. (SPAC), will hold its National Symposium on October 15, 2004 (half-day) at the National Center for Transport Studies, U.P. Campus, Diliman, Quezon City. In this connection, members of the SPAC in various government agencies and local government units are hereby authorized to attend the above-mentioned Symposium on official time only, at no cost to the government except payment of their salaries, provided that such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.1âшphi1 By authority of the President: (Sgd.)
